Financial best practice for Eastern Region County Representatives 2007

 
               
           

Detailed guidelines for Regional Finances are given in ‘Operating Procedures – Regional Finance’ also known as OP19 available on the Regional website. The point of reference for all queries is your Regional Treasurer (RT)

 
         
 

PRINCIPLES

 
 

No one person should have sole control and access to county funds.

 
 

 A minimum of two signatories should operate on county bank accounts.

 
 

 No CR or person acting on behalf of the Region should authorise any expenses for their benefit

 
 

No person working on behalf of the Regional Committee or county should be out of pocket as a result of work they have carried out on behalf of the Region

 
 

CRs should keep detailed and accurate records, with receipts for all items where possible.

 
 

Any financial concerns must be reported to the Regional Treasurer at the earliest opportunity

 
       
         
 

IN-SERVICE-TRAINING AND YOGA DAYS

 
 

Hall hire, Tutors costs and other minor expenses (tea/coffee) should be paid for directly from the county bank account.

 
 

All other cost relating to printing, postage, stationery, and photocopying should be reclaimed from the RT using an expenses claim form (available from the Eastern Region Website (Teachers Section- Forms)

 
 

Best Practice:

 
 

Always negotiate with the tutor for value for money, e.g. an all in fee, check expenses, particularly with regard to printing and travelling. It shouldn’t be necessary to pay the 35p/mile rate. If numbers are low for an event consider returning to the tutor and ask them if they will take a smaller fee.

 
 

Income/Expenditure for IST day and Yoga days are to be listed separately.

 
       
 

GENERAL EXPENSES

 
 

All items of expenses e.g. mileage, postage, stationery, ink cartridges, paper etc… should be reclaimed from the RT using a Regional expenses claim form. CRs should exercise the following best practice within their county:

 
 

items (where appropriate) should be purchased in bulk.

  ANNUAL REPORTS  
 

The region will consider any request for funding of worthy causes on a case by case basis.  Detailed proposals from claimant required.

 
 

The RT will provide the CR with the instructions and timescales for the completion of the annual return. This timescale must be respected. The report should be signed by the CR as an accurate record of the year’s transactions, and returned with a copy of bank statements showing the balance on 31st October.
